JAKARTA--- PT Danayasa Arthatama Ltd, the management for the highest tower in South East Asia, Signature Tower Jakarta, received the principal permit to build the tower after the floor coefficient exceedances request was agreed by the Coordinating Board of City Planning.
Acting Governor of DKI Jakarta, Sumarsono, said that the request from PT Danayasa Arthatama Ltd, has been agreed by the members of the Coordinating Board of City Planning (Badan Koordinasi Penataan Ruang Daerah/BKPRD) DKI Jakarta.
PT Danayasa Arthatama Ltd, requested for the floor coefficient exceedances for one of their building in Sudirman Central Business District (SCBD) area.
“With many considerations, we granted the permit for developing the 111-floors tower. When finished, this building will not only be the highest building in Jakarta but also in Southeast Asia” said Sumarsono after the meeting with BKPRD DKI, Friday (7/4).
According to the recent data, the highest tower in Indonesia is Cemindo Tower. It is located on Jl. HR. Rasuna Said, South Jakarta with 288.6 meters’ height. Meanwhile, the highest building in Southeast Asia is still the 452-meter-tall Petronas Twin Towers (Malaysia) with 88 floors, followed by 310 meter-tall Menara Telekom Towers (Malaysia) with 55 floors.
The 638-meter-tall Signature Tower Jakarta with its 111 floors will show the mix-use concepts and will be integrated with other buildings around it.
Not only that, the design will also represent the nationality spirit of Indonesia, in the form of symbols of Indonesian Independence Day, 17 August 1945. The symbols will be shown trough the lamps on the top of the building.
Sumarsono, or usually called Soni, said that the main reason for the government to grant the permit for developing the tower is not only because of the design or the display only. The main reason is that the location of the Signature Tower Jakarta is on the busiest commercial area in the Capital City of Indonesia.
“SCBD area is a business and offices center. There must be a need to develop the area. Moreover, the area is also on the mass rapid transit project map. I am confident that the LRT will cross this area” said Sumarsono.
“Although already received green light from the government, the construction project of the tower is yet to start this year. It is because the agency units related to SKPD (Satuan Kerja Perangkat Daerah/Regional Working Units) and PT Danayasa Arthatama Ltd have to coordinate with other parties around SCBD area, for example Metro Jaya Regional Police Office, Jakarta Stock Exchange, and other buildings’ management.
The coordination mentioned above is for socialization purpose as well as to minimize the obstacle on the making of urban design guidelines (UDGL).
“The UDGL can be finished in six months, as long as there is a solid agreement between related parties. We hope that the permits’ administration process can be finished by this year so they can start building the tower next year” he added.
The Head of Investment and One-Stop Service Agency of DKI Jakarta, Edy Junaedi, said that the legal basis of the Signature Tower Jakarta development is the Governor of DKI Jakarta Regulation No 251/2015 about the Amendment of Governor Regulation No 175/2015 about the Compensation on Exceedance of Floor Coefficient. “PT Danayasa Arthatama Ltd has proposed the exceedance from 5.7 to 7.2” said Edy.
According to Governor Regulation No 251/2015, the possible locations for floor coefficient with compensation of 0.6 to 1.8 are the area of Tanjung Priok, Senen, Harmoni, Jatinegara, Kemayoran, Blok M, MRT Fatmawati, MRT Lebak Bulus, Tanah Abang, as well as the Setiabudi Triangle.
The location of Signature Tower Jakarta, in SCBD area, is on the Transit Oriented Development (TOD) Sudirman—Thamrin with floor coefficient exceedance index of 1.2.
The government of DKI will calculate the compensation that should be paid by PT Danayasa Arthatama Ltd, from the article 8 act 1 policy it is stated that the compensation of with floor coefficient exceedance is calculated based on the coefficient index multiplied by the building area (m2) that excess the coefficient and then divided by the basic coefficient, and multiplied by the selling value of the tax object (Nilai Jual Objek Pajak/NJOP).
“I haven’t received the information on total calculation of the compensation that should be paid because the decision will be made by the Cipta Karya Agency DKI. For reference, NJOP of SCBD area now is around IDR 70 million/ m2”, he explained.
